Freeze a water balloon and then peel off the balloon to make an "Ice Balloon". My 2.5 year old will love this.

Frozen Water Balloons I've learned so far: 1. Hot water freezes clear. 2. Don't lay them in deep snow. It insulates & the bottom doesn't freeze. 3. Lay them directly on a hard surface (concrete, wood) 4. Don't put them where they're sheltered from the wind. They'll freeze faster. 5. Additions like glitter only floats to the top. 6. Don't use red & blue food coloring to make purple. Doesn't turn out well in my experience.

Frozen balloons filled with water and gel food coloring. That was all I could find but I liked how it separated the colors.
