Pop & Bang or crackle tunes achieve these sounds by delaying the retarding of fuel injection after TDC into the engine. This essentially means that excess fuel is injected into the combustion chamber for a short period of time after letting off the throttle. The ignition timing is then altered to combust the unburnt fuel during the exhaust stroke instead of the compression stroke, when the exhaust valves are opened, resulting in the pops and burbles you hear exiting out your exhaust system.

When the catalytic converter is cold, air injected at the upstream point burns with the deliberately rich exhaust so as to bring the catalyst up to operating temperature quickly. Once the catalyst is warm, air is injected to the downstream location the catalytic converter itself to assist with catalysis of unburned hydrocarbons.
