Taken Jan 17 Freezing rain and freezing drizzle occurs when the ground or other objects are below freezing temperature. Once some drizzle falls from a cloud, that water cools while falling, and then lands on a surface which is below freezing. This causes the droplet to freeze on contact, creating little ice crystals on them, like the ones seen here on a window.
