On the morning of March 11, 1918 a Private at Fort Riley, KA reported to the hospital with flu-like symptoms. By noon over 100 fellow soldiers had joined him. It's believed these were the first cases of the 1918 influenza epidemic, later dubbed The Spanish Influenza. It spread quickly, traveling with US soldiers to the front. In his 1878 Report on the Lands of the Arid Region of the United States, John Wesley Powell, the first white explorer of the Colorado River, proposed to organize governance units of the West according to hydrological boundaries - watersheds - instead of state lines. If Congress had followed his recommendations the Western United States would have been organised following this map.
